The focus is on the design of innovative technologies to reduce poverty, promote sustainable development and address other United Nations Millennium Development Goals, in such fields as environmental protection, energy, water supply and sanitation, waste management, use of natural resources, medical care, nutrition, housing, hygiene, disaster protection, mobility, communication and climate change.

SAME Honolulu December 2008 Highlights


Dr. Dave Rezachek, a consultant to Honolulu Seawater Air Conditioning, LLC, gave the feature presentation, “Deep Water Well Cooling Plans for Honolulu Downtown District,” at SAME Honolulu’s December 9 meeting.

The Honolulu Seawater Air Conditioning (HSWAC) project involves installing a 63-inch high-density polyethylene pipe offshore of Honolulu to a depth of 1,600 feet, a distance approximately four miles. Cold seawater (~45º F) at the rate of 44,000 gallons per minute will be pumped through a heat exchanger and returned to the ocean through a second pipe. The cold seawater will receive the heat from a freshwater distribution network beneath the streets of Downtown Honolulu, which will be used to cool approximately 65 buildings.

The following project descriptions summarize the HSWAC project.

* 63-inch HDPE intake pipeline / 55-inch HDPE discharge
* Intake to be approximately 19,000 to 21,000 feet offshore at a depth of 1,600 feet to 1,770 feet
* Seawater intake will be at a temperature of approx. 44 to 45° F
* Heat exchanger and chiller plant to utilize corrosion resistant materials

- Will include chillers to maintain a consistent chilled water temperature of 44°F
* Fresh water distribution system will consist of 16,000 to 19,000 feet of pipeline in a closed-loop system

University of Hawaii, Engineering Day, November 15, 2008


SAME volunteers Kristine Kutscher, Erik Takai, and Jason Kagimoto staffed the SAME booth at the University of Hawaii (UH) Engineering Day event held in conjunction with UH's Manoa Experience Day on November 15, 2008. The event showcased exhibits from various UH Departments. For the UH College of Engineering, volunteers were present to discuss with parents and prospective students the work that engineers do in Hawaii and the Pacific.

SAME November 4, 2008 Meeting


The November 4 meeting was a joint meeting with the Pacific Air Forces Civil Engineers. The meeting was held at Hickam AFB’s Tradewinds Enlisted Club and the lunch program topic was Tri-Service Presentation on Energy.

President, Todd Barnes, introduced Custom Mechanical Systems, Corp. (CMS), a sustaining member recently joined the SAME Honolulu Post. A brief on CMS was presented by Leon De Souza. CMS was incorporated in July 2004 and is headquartered in Indiana. Certified as an 8(a)/Small Disadvantaged Business, CMS has performed construction projects in over 20 states and office locations in six states.

The Tri-Service Presentation started with COL Howard Killian, Deputy Director, Installation Command – Pacific discussing energy-saving initiatives taken by the US Army. CAPT Chris Honkomp, Vice Commander, NAVFAC Pacific was next to explain the energy programs within the US Navy. To conclude, COL Dave Maharrey, Chief, Civil Engineer Operations, Pacific Air Forces talked about the energy programs implemented by the US Air Force.

An energy agreement among the State of Hawaii, DCCA and Hawaiian Electric, Inc. (HEI) was recently signed by Governor Linda Lingle and representatives from DCCA and HEI. The vision for the Hawaii Clean Energy Initiative is to “encourage all stakeholders in Hawaii in creating a path to a sustainable, flexible, and vibrant State economy that by 2030 is based on clean energy resources for 70% or more of its energy needs, and to serve as an integrated clean energy model for the US and communities globally.”

Among the 13 key points in the energy agreement, the following are some of the major initiatives:

1. Electric utilities will switch away from a model that inherently encourages increased electricity usage with a new model that delinks revenues from profits.
2. Feed-in tariffs will be established with standardized, published power purchase rates.
3. System-wide caps on net energy metering will be scrapped, with new limits set on a per-circuit basis to no more than 15% of demand.
4. “Life line” rates will provide a rate cap for low and fixed income users.
5. Advanced metering infrastructure will be added.

For the Army energy program, five initiatives have been implemented to conserve energy:

1. Eliminate waste in existing facilities – Army Metering Implementation Plan.
2. Increase energy efficiency in new facilities/project. – for the new Army Hawaii Family Housing, use solar power to produce clean energy and incorporate sustainable designs to reduce energy consumption.
3. Reduce dependence on fossil fuel (re-newables).
4. Conserve water resources.
5. Improve energy security.

The Navy has been issuing Resource Efficiency Managers (REMs) contracts that have produced substantial savings by advocating energy awareness, and implementing energy projects and operational efficiency. CAPT Honkomp briefly explained the Joint DOD Hawaii Distributed Generation Initiative and gave an overview of the renewable energy projects done by the Navy. The NOAA Pacific Region Center on Ford Island was featured as one of the facilities being built by the Navy using many of the sustainable design concepts.

The Air Force’s energy strategic plan components include the following:

1. Manning – Integrated, seek best value in Resource Efficiency Manager (REM) contracts - $1.8M PACAF investment in FY08/09.
2. Metering – Focus on metering in FY08 and FY09; installing advanced electric meter systems at various Air Force bases.
3. Projects – Continue program, $10M O&M in FY08, $15M O&M in FY09; seek other available funding sources.
4. LED Lighting – Cut energy use/extend bulb life.
5. Design Standards – Get designers/PMs LEED approved.
6. Bellows Net Zero – Produce transferable knowledge.
7. Renewable Energy and Distributed Generation – Location specific goals.
8. Awareness – All groups on base brief during EMSG’s.
9. Training – Bases invest in personnel energy training.

SAME October 14, 2008 Meeting


The feature presentation of SAME Honolulu’s October 14 meeting, Pacific Partnership, was given by CAPT Louis V. Cariello, Civil Engineer Corps, US Navy.

Pacific Partnership is an annual Pacific Fleet led Humanitarian Assistance mission. In summer of 2008, Pacific Fleet deployed the USNS Mercy, a Hospital Ship, and conducted both medical and engineering humanitarian assistance in the Philippines, Vietnam, Timor Leste, Papua New Guinea, and Chuuck in Micronesia. Engineering efforts were primarily carried out by US Navy Seabees with NAVFAC support and centered on renovations and construction of community centers, medical clinics, schools and training facilities.

Conditions at the region where the Humanitarian Assistance mission occurred are prone for terrorism to thrive (e.g., economic distress, ethnic and religious issues, fragile governance, weak democracy, human rights abuses, etc.). One of the main purposes of the mission is to “win hearts and minds” of the people in the region. The Pacific Partnership aims to build regional stability through capacity-building operations, such as civil affairs and military-to-military training; engineering and humanitarian support; medical, dental and veterinarian civil action programs; security training for border and coastal areas; and maritime training with host nations. Short-term assistance includes providing clean water, functional schools, improved roadways, and improved medical facilities. Long-term regional focus includes enabling Partner Nations to secure their homeland and contribute to a prosperous future.

CAPT Cariello provided an overview of the Pacific Partnership program and shared his experience in participating in the mission. Lt. Jake McIlvaine of NAVFAC Hawaii also shared his experience in carrying out the mission in the Philippines. At the end of the mission, three objectives were accomplished:

1. Host Nations, Partner Nations and NGOs seek further participation in Pacific Partnership.
2. Support for the Host Nation is strengthened.
3. US access, influence and reputation in the region are enhanced.

SAME September 9th Meeting

SAME Honolulu’s September 9th meeting started with a moment of silence for the four Coast Guard members lost to a helicopter accident on Sept 4th.

The feature presentation was given by LTC Jason Tanaka, of the US Army, who recently retired after 21 years of active duty service.

The presentation provided the Colonel's perspective on the Iraqi Reconstruction Program based on his year tour with USACE Gulf Region South District from August 2006 - August 2007. Topics discussed were,

1. The essential cooperation of the US military, DOD civilian volunteers, Iraqi engineers, and the local Iraqi contractors.

2. The different types of projects including security buildings, electrical distribution, roads, water systems, and health care buildings.

3. Difficultly of movement between projects sites, and the reliance on security teams.

4. The overall goal of building up the capacity of Iraq.

SAME Honolulu August Highlightshts

SAME Honolulu’s August 12  meeting was a joint meeting with ASCE (American Society of Civil Engineers).  SAME Honolulu President Todd Barnes and ASCE President-Elect Mike Hunnemann welcomed 72 attendees.

The meeting’s feature speaker was Joel Hendrix, Chief of Emergency Management Office, Honolulu District, U.S. Army Corps of Engineers.  Mr. Hendrix is responsible for preparing the Honolulu District to respond to natural disasters and military contingencies.  He is part of the national Emergency Support Function 3 (ESF-3) Team Leaders for the USACOE and has been the program manager or responder to over 80 major disaster declarations. Joel Hendrix delivered an highly informative presentation on the affects of category 3 and 4  hurricanes striking Hawaii.  The presentation included results of computer models and gave projections on homes damaged, requirements for temporary housing, damaged roofs, and cubic yard of debris.

Also at the meeting, Jerry Matsuda, Chair of SAME Honolulu’s Century of the Pacific Conference updated attendees on plans for the February 24 and 25 conference and fund raising golf tournament.

2008 PACIFIC INDUSTRY FORUM and ANNUAL SAME GOLF TOURNAMENT

Kaneohe Klipper Golf Course at Marine Corps Base Hawaii - location of the May 14th Golf Tornament.

The 2008 tourney was extremely successful. This year we had 110 golfers and a 25% increase in fund raising. Also, at the reception, Post Presideny CDR Wykle was commended on a year well done. This was our first order of business. The group gave their aloha as this was his last formal duty as our post leader.

On May 13, CDR Roger Wykle welcomed over 70 guests and sponsors to the 2008 Pacific Industry Forum, held at the Ala Moana Hotel. This year's forum featured distinguished speakers who briefed on military construction and infrastructure plans for the Pacific.

Speakers included: Brigadier General John Peabody, USA, CDR Roger Wykle, Col Bill Corson, Capt Richard Cook, Jerry Matsuda, and Capt Pat Rios.

April 8 Monthly meeting
72 members and guests attended the April 8 monthly meeting held at the Hale Ikena, Ft. Shafter. Post President CDR Roger Wykle chaired the meeting.

Sustaining member Rick Heltzel, President of Healy Tibbitts Builders introduced his firm. Healy Tibbitts Builders specializes in marine construction and pile driving for foundations and deep shoring systems.

Featured speakers from Forest City Hawaii and Actus Lend Lease briefed on the status of military housing privatization on Oahu.

 

John Wallenstrom, COO of Forest City Hawaii discussed the Public Private Venture with the Navy Marine Corps Family Housing and Forest City's Photovoltaic and wind turbine projects. Hickam AFB, Hawaii
The new 15th Airlift Wing C-17 Flight Squadron Facilities with six new buildings housing a flight simulator, office space, conference rooms, and maintenance complex. The $190 million state-of-the-art facilities won the HECO (Hawaiian Electric Co.) 2006 Eneregy Effeciency Award for Military New Construction Project.
